Streets named for level-up

At least portions of approximately 20 streets will be included in Taylor’s 2021-22 street level-up program. The Taylor City Council received a presentation on the program during the March 10 meeting.

“We did a really good job after doing this for a few years of having a real good idea of how far we could go,” said Jim Gray, public works director. “This is where we’re starting.”

Public Works was budgeted $250,000 for this year’s level-up program, one of three approaches to repair a street. Materials used in a level-up add up to 3 inches on the surface but aren’t meant to be a permanent fix.

“The city has shown a drastic upgrade in their program in the last four years that the council has provided us,” said Gray. “The funding has made a huge difference, and I wish we could get more people but I think the ones (we have), I think they like what they’re seeing. They’re happy.”

The level-up program applies a small, thin coat of asphalt over streets. Rides on the road should be improved and should last one to three years.

The city’s two other street programs are mill-and-overlay and reconstruction. City staff estimated in a 2021 workshop that leveling up a street costs $10 per linear foot. Mill and overlay work is $35 per foot, and basic costs for reconstruction jump to $675 per linear foot.

“We just didn’t have enough money to go in and repair all the streets that we have to full reconstruction,” said Gray.

The level-up program has finished addressing roads with a failed pavement condition index (PCI) score of 0-11. The next focus will be on roads with a PCI score of 11-17, which are deemed to be in serious condition, and will cost $177,605 of the budget. Subsequent PCI classifications are very poor, poor, fair, satisfactory and good.

“We have now with some of our sample streets that we did three years ago, they are still standing up,” said Gray. “Some of our streets we are seeing some wear on them because there wasn’t a good base under them, but they are still significantly better than they were in the past.”

Helping with base work will be the city’s reclamation program with new equipment. The program cost is $57,196.

Next year, the city will go through its mill and overlay program.

“The level-up program is the lowest numbers on your PCI score,” said Gray. “The mill and overlay program takes streets that are in better condition, that have a better base that you’re just seeing a deterioration in the top layer of asphalt, it takes those, mills those streets down and applies a new layer of asphalt because their base hasn’t failed.”
