City to introduce neighborhood plan

A plan to add more business and living spaces across the street from Taylor High School is in the works.

During the Taylor City Council meeting Thursday, Feb. 22, a public hearing will be held to introduce a new neighborhood plan for approximately 39 acres of land at the southwest corner of Carlos G. Parker Blvd SW and Farm to Market 973.

The plan, which city staff said aligns with the Envision Taylor Comprehensive Plan, calls for a total of approximately 493 residential units, 42,000 square feet of commercial, hotel, office space and auto-oriented commercial, including a convenience store with fuel.

The neighborhood plan asks for two variances in the place type allocation ratios, which determines how the space should be built based on its designation.

The first variance allows the plan to include the auto-oriented commercial, which the city said is recommended due to the “high-speed nature of FM 973 and Carlos G. Parker.” Normally, the traditional neighborhood development designation does not allow for the employment center place type.

The second variance would let the neighborhood have a lower ratio of civic spaces than traditionally required. The agenda packet said this variance is also recommended since adjacent development and future private amenities will add to the available civic spaces.

The ordinance will be introduced during the upcoming meeting, with an official vote potentially slotted for the Thursday, March 14 meeting.

In other business, city leaders will: ı Consider the proposed amended budget for Taylor Economic Development Corporation for FY 2024.

ı Receive a presentation regarding the proposed rehabilitation of the Taylor Housing Authority’s Mary Olson property.

ı Discussion and possible direction to staff about a policy regarding the creation of Public Improvement Districts.
