113-acre rezone talk goes to council

On Thursday, the Taylor City Council will hold a public hearing in regards to rezoning 113 acres of land west of the airport.

The request is to rezone the area at the intersection east of Justin Lane and south of CR 398 from Single Family Residential (R1) to Employment Center Planned Development (EC- PD), referred to as the Silicon Vistas Planned Development.

The applicant has taken part in the charrette process through the city, and has brought together a product that aligns with the Envision Taylor Comprehensive Plan for a 77 acres of mixed residential units and 36 acres of industrial uses.

According to the agenda packet, the subject property consists of approximately 113 acres of land with Taylor Heights PD to the north and vacant land to the south that is being considered for a mixed use PD.

The land to the west is currently agricultural and the airport land is to the east of this property. There is a significant amount of floodplain and natural drainage areas on this property providing open space opportunities as a part of a compact, walkable mixeduse development.

Council will receive an update on the emergency repairs for a Main Street water main break.

The break occurred Nov. 8, when a pipe was damaged by a contractor while they were boring underneath Main Street, south of Carlos G. Parker.

According to the agenda packet, the damage was a 3-inch diameter hole in the side of the city pipe, located about 2 inches from the pipe bell. The bell is the receiving end of the pipe where the adjacent pipe is inserted. The diameter of the bell is larger than the pipe, so typical repair clamps cannot generate a tight seal at this location.

An estimated cost of repairs is $326,945, which will be incurred by the city.

After the presentation, Council will go into executive session to discuss possible litigation due to the water main break. The council regularly meets at 6 p.m. the second and fourth Thursday of each month at City Hall, 400 Porter St.
