The culmination of a twoyear process to overhaul all development in the city that began with the Envision Taylor Comprehensive Plan is expected to take place this Thursday.
At the regular meeting of the Taylor City Council Nov. 9, city leaders will vote on the new Taylor Made Land Development Code which will fully overhaul the zoning in Taylor, the regulations pertaining to subdivisions and signs and adopt a new zoning map for all the properties in the city limits.
Officials said the LDC, if passed, will allow for more intensive development, including eliminating lot minimums and allowing a variety of structures on different parcels.
According to the city, it will provide “development standards that relegalize the traditional development pattern of Taylor to create walkable, mixed-use neighborhoods organized around a network of streets that create small blocks that provide for a variety of lot sizes and building types.”
In other business at the meeting, city leaders will:
• Consider approval of the petitions of several area landowners to be removed from the city’s extraterritorial jurisdiction in adherence to the new Senate Bill 2038, which allows property holders to be released from the ETJ by either filing a petition or through an area election.
• Hold a public hearing on the creation of a new Quannah Partners/ Taylor Industrial Park 79 Commerce Center Public Improvement District, located on about 70 acres north of the intersection of US 79 and County Road 401, which the applicant is seeking to develop as an industrial subdivision with three industrial buildings. The PID is a funding mechanism the developer is seeking to use to fund infrastructure improvements, including a new roadway that will connect to Chandler Road on the north side of the property.
• Consider approving the rezoning of approximately two acres of land at 3609 E. Fourth St. from General Business District (B-2) to Light Industrial District (M-1) to allow for sales of manufactured homes and a model homes park.
• Consider amending the zoning of approximately four acres at 701 Carlos G. Parker Blvd. Northwest from Local Business District (B-1) to General Business District (B-2) to allow warehouses on the property in addition to other commercial uses.
• Consider allocating approximately $1.4 million task order for HDR Engineering Inc. and other subcontractors to develop a preliminary design report for the Bull Branch Sanitary Sewer Improvement Project. The project will eventually entail constructing “4,500 linear-feet of 30-inch diameter gravity sanitary sewer between Robinson Park and East Seventh Street, including removal of existing 15-inch and 18-inch sewer main,” according to officials.
