City seeks to expedite industrial permitting

City leaders are paving the way for new industrial businesses associated with Samsung Austin Semiconductor to get up and running at lightning speed. At the July 13 Taylor City Council meeting, development services officials introduced Ordinance 2023-30 to amend the subdivision ordinance to allow the municipality to issue building permits prior to accepting the related infrastructure in order to expedite large-scale projects hoping to set up shop in the shadow of Samsung.

City leaders are paving the way for new industrial businesses associated with Samsung Austin Semiconductor to get up and running at lightning speed.

At the July 13 Taylor City Council meeting, development services officials introduced Ordinance 2023-30 to amend the subdivision ordinance to allow the municipality to issue building permits prior to accepting the related infrastructure in order to expedite large-scale projects hoping to set up shop in the shadow of Samsung.

“This is a follow-on item to the council retreat where we talked about creating an expedited process for industrial businesses that are coming here because of Samsung,” said Tom Yantis, assistant city manager. “We wanted to try and facilitate getting them up and operational to meet their deadlines with their customer, and so we need to do a few things to short-circuit the development process.” Currently, the ordinance requires all subdivision infrastructure, including roads and utilities, to be completed before issuing site development and building permits for construction activities on lots within a subdivision.

“We are actually trying to allow building permits prior to that process,” Yantis said. “So, we are proposing this amendment that allows that process to be waived.”

City leaders will vote on the measure at the next regular City Council meeting on July 27.
