Drainage plan on agenda

Public input on Taylor drainage issues will be discussed Thursday.

On Feb. 10, the Taylor City Council will receive an update on the city’s Master Drainage Plan, which follows a public council workshop Nov. 16, 2021.

Halff Associates, an engineering firm hired by the city for consultation, has identified 22 possible projects for the drainage master plan. A prioritization matrix was developed for the projects that weighed the number of properties impacted, public input, city staff ideas and cost.

The first prioritized project is for the Donna Channel, a drainage trench that runs near Donna Drive in north Taylor. The next three projects are near Second Street and involve Kimbro, Shaw, Davis and Annie streets. Other drainage projects include Bel Air, Mallard, Burkett, T.H. Johnson, Velma, Gabriel, North, Tammi, McLain, Mariposa, Otis, Travis, Old Thorndale, Sandy, West Mustang, North Main and North Davis streets.

After virtual workshops, open houses and presentations, Halff continued to analyze the city.

Additional areas prone to flooding were identified, many confirmed through public input and opinion, officials said.

In other business, the council is scheduled to:

• receive recognition for the Texas City Managers Association City Council of the Year award;

• introduce an ordinance to release Cielo Ranch property from Taylor’s extraterritorial jurisdiction;

• hold a public hearing and introduce an ordinance regarding the city’s juvenile curfew, followed by consideration to re adopt;

• receive a KBI detention pond study presentation;

• consider a resolution to authorize submission of two grant applications to the Texas Department of Emergency Management and authorize the city manager as the official to represent the city on matters with the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant;

• receive the annual racial profiling report; and

• enter into executive session on a water and wastewater services contract.

The council meeting is 6 p.m. at City Hall, 400 Porter St., in the council chamber. Attendees who wish to speak are limited to three minutes and should sign up no later than 5:45 p.m.
