On Tuesday, May 31, the Taylor Independent School Board accepted an application from Linde Inc. for an agreement for an appraised value limitation on qualified property and to authorize the superintendent to enter into any agreement to extend the deadline for board action beyond 150 days, subject to board ratification. The board also agreed to retain consultants in the processing the application.

Appraised value limitations are part of Chapter 313 of the Texas Tax Code. According to the Texas Comptroller’s Office, an appraised value limitation is an agreement in which a taxpayer agrees to build or install property and create jobs in exchange for a 10-year limitation on the taxable property value for school district maintenance and operations tax purposes. The minimum limitation value varies by school district.

“Chapter 313 agreements allow for financial benefits for the school district and the company concerned. Without these, companies may choose locations with better incentives,” said Superintendent Devin Padavil after Samsung Austin Semiconductor submitted their own applications accepted by Taylor ISD May 24.

Linde’s relationship with Samsung includes a long-term agreement with Samsung Electronics in October 2020 to supply ultra-high purity industrial gases for its latest semiconductor facilities in Pyeongtaek, South Korea. Linde had been the main supplier of industrial gases to Samsung’s existing facilities in Pyeongtaek.

As a Fortune 500 company, Linde is a global industrial gases and engineering company with 2019 sales of $28 billion. The company serves industries related to chemicals and refining, food and beverage, electronics, healthcare, manufacturing and primary metals.
